Why does AI PCB CCL Taiwan supply matter so much to AI server builders right now? As AI servers move to faster architectures, the copper clad laminate (CCL) under every high-speed PCB must deliver better electrical performance. Taiwan-based CCL makers are expanding capacity and launching higher-grade materials faster than most of the industry.
Why AI PCB CCL Is Moving From M8 to M9
AI server demand is lifting shipments of high-end PCBs, including HDI boards, and the CCL beneath them is being upgraded in step. Industry analysts expect M9-grade materials to become mainstream, building on the M8 grade used this year.
The main driver is signal speed. As AI servers advance toward the Rubin architecture, high-speed transmission is rising from SerDes 112G to SerDes 224G. CCL largely determines how well a PCB carries these signals, so material specifications are being pushed to M8.5 and beyond. Higher layer counts in Compute tray and Switch tray designs add further pressure on laminate performance.
Four Taiwan CCL Makers Set to Benefit
Industry observers expect several Taiwan CCL makers to benefit from high-end material upgrades, and from the shortage-driven price increases expected to continue into the second half of the year:
- Elite Material Co. (EMC, 台光電)
- Taiwan Union Technology (TUC, 台燿)
- ITEQ (聯茂)
- Thinflex (騰輝)
Taiwan companies have spent years building depth in high-speed, low-loss laminates, and the AI PCB wave is where that investment is paying off.
The AI PCB CCL Taiwan supply chain is where years of investment are now paying off. Taiwan companies have built real depth in high-speed, low-loss laminates, and the AI PCB wave is giving that expertise its biggest market yet.
EMC: A Closer Look at Taiwan's CCL Expansion
EMC shows how fast the AI PCB CCL market is moving. Strong demand from AI servers and high-end networking equipment has lifted its business, and materials at M7 grade and above now account for about 60–65% of its operations.
| Item | Detail |
|---|---|
| M7+ high-end materials share | About 60–65% of operations |
| M9 product shipments | Planned to begin in Q3 2026 |
| Pricing | Price increases planned |
| New plants | Kunshan (China) and Guanyin (Taiwan), expected mid-2027 |
| Capacity target | 9.30 million sheets/month by end of 2027 |
| Growth vs. end of 2026 | About 51.22% |
EMC is targeting full production and full sales. For Taiwan’s PCB materials sector, that means new capacity on both sides of the Taiwan Strait.
PTFE vs. CCL: Why the Mainstream Is Staying Put
PTFE offers better electrical properties, but it is a softer material that is hard to use in applications such as HDI. Analysts therefore believe PTFE will not replace Q-glass or mainstream CCL products. Cost and production stability point the same way: the CCL upgrade path from M8 to M9 remains unchanged.
Some change may come with the Feynman architecture. PTFE boards may be used in hybrid form in certain Switch tray products on the 2H27 Rubin Ultra. Even so, industry sources say actual adoption depends on customer evaluations of quality and cost, and PTFE CCL hybrid solutions are expected to have limited impact within two years.
PTFE CCL has larger applications in aerospace, satellites and base stations. Shengyi in mainland China has developed cloth-based products there, while cloth-free solutions are still being explored.
What This Means for PCB Buyers
For buyers of AI-related and other high-speed PCBs, the practical takeaways are clear:
- Expect tight supply and rising prices. High-grade CCL shortages and price increases are expected to continue into the second half of the year.
- Specify laminate grade clearly. M7, M8 and M9 differ meaningfully in electrical performance, so name the grade in your RFQ.
- Plan material lead times early. Capacity from new Taiwan and China plants will not arrive until 2027.
